Over time, we outsourced a good number of projects using freelancer.com. You don't have to be a technical specifier nor a great negotiator to use sites like these to get good value solution built to your own requirements.
We generally start by searching through some of the currently listings for projects with similar solutions to see what technologies and platforms they are using to create the solution and help us to pick the ideal solution to our project.
We then write up a specification of what we would need from the solution. It does not have to be highly technical, start with your available technologies, say perl and mysql. Try to stick with the same technologies you currently use if possible. Then a plain English description of what you would like your software to do, say: "create a script to read our existing database of coupons to find the latest based on a keyword or category or both. The script is then to return the results in valid rss format. The script should be able to work from a URL so visitors to our site can view coupons in their rss readers."
You can then submit the project on the freelancer site (and of course pay a fee) setting your category and suggested price range for the project. It costs a little to post the project, but nothing ventured, nothing gained. We have had great success with appropriately priced bids on each of our projects posted.
You will then receive bids on your project from freelancers of differing qualifications and experience, some will be companies, some individuals.
The individuals are usually cheaper.
We have tended to pick freelancers with more than one 10 star reviews and they have been great and guided us through the process.
